Logical Edits of Health Insurance Coverage in the ACS and the CPS ASEC
Presentation by Joanna Turner, "Logical Edits of Health Insurance Coverage in the ACS and the CPS ASEC," at the Annual Conference of the American Association for Public Opinion Research, May 13, 2011 in Phoenix AZ.
The Census Bureau applied logical coverage edits (also called consistency edits) to the editing routine for Medicaid, Medicare, and TRICARE/other military coverage starting with the 2009 American Community Survey. The goal of logical editing is to improve the accuracy of coverage variables at the individual level by deterministically assigning coverage to people who do not report it. Rules are based on eligibility and enrollment procedures and utilize other information provided in the survey. This presentation overviews the logical coverage edits and discusses them in relation to their impact for states.
