While all 50 states and the District of Columbia (DC) have a state health insurance program, the design, administration, and implementation of Medicaid and the Children’s Health Insurance Program (CHIP) are also unique to each state; this includes their names.

For almost two decades, SHADAC has created an Excel spreadsheet that details & documents the names of state-administered health insurance programs for all states and DC. The worksheet has two tabs – the first includes names of traditional state-administered insurance programs such as Medicaid and CHIP. The second tab includes information on state insurance marketplaces. 

The resource provides both official and colloquial program names – we wanted this information to connect with researchers & policymakers interested in state health care programs. This resource provides clear information for consumers, as well, helping them to understand the coverage they do (or do not) have. A better understanding of coverage could, in turn, reduce differences between self-reported Medicaid participation and administrative data records (i.e., the Medicaid undercount).

Methods

This resource is updated on an annual basis. Each year, SHADAC contacts state Medicaid staff to verify the names of public health insurance programs within each state. SHADAC compiles and delivers these program names to the U.S. Census Bureau for use in federal surveys that measure health insurance coverage, such as the Current Population Survey (CPS). For any states we are not able to reach via email, we also do a search on state government and Department of Health (or Department of Health & Human Services) websites for any additional information.

Information on program names was collected in September 2024 and includes all comprehensive state-administered health insurance programs that were in operation during 2024. Information on marketplace type was confirmed using HealthCare.gov and the Kaiser Family Foundation's 2024 table.
