SHARE will host a webinar on August 21st at 12:00 pm ET in which Dr. Amanda Kowalski, Assistant Professor at Yale University, will present findings from a SHARE-funded study evaluating Massachusetts' individual coverage mandate. Dr. Kowalski's presentation will focus on an analysis of the extent to which the mandate mitigated adverse selection in the state's individual insurance market. Dr. Kowalski will be joined by Nancy Turnbull of Harvard University, who will provide a state-level perspective on the topic. Ms. Turnbull is currently a board member on Massachusetts' insurance exchange and was the Deputy Commissioner of Health Policy at the Massachusetts Division of Insurance when the state adopted its initial reforms to the small group and individual health insurance markets. Brief: Lynch and Clemans-Cope Examine Measurement of Patient-Centered Medical Homes
In a new SHARE brief, the Urban Institute’s Victoria Lynch and Lisa Clemans-Cope consider the current standard measure used to study the patient centered medical home (PCMH) for children--a composite measure based on a series of five questions in the National Survey of Children’s Health (NSCH) and the National Survey of Children with Special Health Care Needs (NS-CSHCN). The researchers found that, using this accepted measure, children with special health care needs are less likely to be identified as having a medical home compared to children without such needs because of the treatment of missing information in the NSCH and NS-CSHCN. The authors call for a revision to the current measure, which actually measures whether the medical care a child received conformed to the PCMH model as far as it could be measured given the range of care received.
Brief: The Impact of the Massachusetts Individual Mandate on Adverse Selection
“Did the Massachusetts Individual Mandate Mitigate Adverse Selection?” presents findings from the SHARE research team led by Amanda Kowalski of Yale University and Jonathan Kolstad of the University of Pennsylvania. The team examined whether adverse selection was present in the Massachusetts individual market before the state’s 2006 reforms and estimated the welfare impact of the individual mandate. The authors found that in the Massachusetts post-reform individual market, average annual premiums decreased by $1,358 per person (23.3 percent of the pre-reform base of $5,871) relative to national trends and that the individual mandate did work to mitigate adverse selection in the individual market.
SHARE at the AcademyHealth 2014 Annual Research Meeting
A number of researchers presented findings from their SHARE-funded studies at the AcademyHealth 2014 Annual Research Meeting (ARM) in San Diego.
A SHARE panel, "ACA Expansion Populations and Heatlh Care System Capacity: Evidence for Strategic Planning," included presentations from the studies led by Drs. Erika Ziller and Andy Coburn (University of Southern Maine), Dr. John Graves (Vanderbilt University), and Dr. Tom DeLeire (Georgetown University).
Marguerite Burns of the University of Wisconsin, Madison, presented a poster, "The Effects of a Public Health Insurance Expansion on Behavioral Heatlh Care Use," detailing findings from the SHARE analysis led by Dr. Tom DeLeire.
The research team headed by Jeanene Smith, MD, MPH, of Oregon Health Policy and Research, comprised a panel at the adjunct State Health Research and Policy Interest Group meeting. The panel analyzed the effects of Oregon's Coordinated Care Organizations (CCOs) on utilization and costs over time in the state's Medicaid program.
SHARE also co-hosted its annual networking breakfast with the Robert Wood Johnson Foundation's State Network initiative as an adjunct to the Annual Research Meeting. More than 50 researchers and state officials gathered for this opportunity to network and exchange ideas about state health policy and health reform.

Lisa Clemans-Cope, PhD
Dr. Lisa Clemans-Cope, Senior Research Associate at the Urban Institute, is Principal Investigator on a SHARE-funded project that aims to understand and improve the validity of survey measures of PCMH in the general population of children and to track progress in expanding the medical home concept to more children over time. A health economist with eight years of research experience, Dr. Clemans-Cope has expertise in a number of areas including health insurance coverage, access to care, health-related survey data, and Medicaid claims data. In addition to her SHARE-funded research, Dr. Clemans-Cope's recent work includes quantitative and qualitative analyses of federal regulation and state implementation of the Affordable Care Act (ACA).
