The Impact of the Patient Protection and Affordable Care Act on Low-Income Individuals Currently Enrolled in Minnesota's High-Risk Pool

Affordability of health coverage for individuals with pre-existing conditions is an ongoing health policy concern. This SHADAC student paper describes a study to explore the health insurance coverage options for low-income individuals enrolled in Minnesota's high-risk pool upon full implementation of the Affordable Care Act in 2014.
