State Innovation Model (SIM) Awards Announced

February 21, 2013: The Center for Medicare and Medicaid Innovation (CMMI) at the Centers for Medicare and Medicaid Services (CMS) has announced its much-anticipated selection of states to participate in the State Innovation Model (SIM) Initiative.  Under this initiative, CMMI is providing up to $300 million to 25 states to design and test multi-payer payment and delivery models that have the potential to lower costs for Medicare, Medicaid, and the Children’s Health Insurance Program (CHIP), while maintaining or improving quality of care for program beneficiaries.

The selected states fall into three categories: 

  1. Model Design States (16 states) - states that are planning and developing state-based models for multi-payer payment and health care delivery system transformation
  2. Model Pre-Testing States (3 states) - states that are further along in the development of innovation in payment reform and health care delivery system transformation
  3. Model Testing States (6 states) – states that will implement, test and evaluate multi-payer health system transformation models and other state-led initiatives (AR, ME, MA, MN, OR, VT)

The bulk of the SIM funding—$250 million—will support the six Model Testing states.  For further information on individual state awards, read the SIM Fact Sheet from CMS.

SHADAC to Provide Technical Support for the SIM Initiative

SHADAC is part of a team led by NORC at the University of Chicago that was selected by CMMI to provide consultation and technical assistance to states under the SIM Initiative. SHADAC will work with NORC and with the Center for Health Care Strategies, National Governors Association, Manatt Health Solutions, and Mercer Consulting to assist states and CMMI in designing and testing models and in assessing state implementation readiness.
