May 25, 2011: The Exchanges Subgroup of the National Association of Insurance Commissioners (NAIC)’s Health Insurance and Managed Care Committee has issued the last in a series of four draft white papers offering guidance to states on the establishment of insurance exchanges under the Affordable Care Act (ACA).
The first three papers addressed issues relating to adverse selection in exchanges, exchange financing options, and the comparative roles of navigators and producers in the exchanges. The fourth and most recent paper outlines options for exchange governance, such as options for an exchange’s location relative to state insurance regulators and other state agencies; options for an exchange’s operation and legal structure; and options for ensuring exchange accountability.
