The Census Bureau posted tables of 2009 estimates of uninsured populations at or below 138% of poverty. The tables provide national, state, and county-level estimates from the 2009 1-year American Community Survey for geographies with populations greater than 65,000. Data is suppressed for geographies where the survey sample size was too small to compute an estimate.
These estimates highlight the uninsured population at or below 138 percent of poverty for all people, children under age 18, and adults age 18 to 64.
This poverty break is relevant for states because, under the Affordable Care Act (ACA), states must expand Medicaid eligibility to include non-disabled childless adults up to 138 percent of the federal poverty level (plus a 5 percent income disregard).
