Joanna Turner, MS
Senior Research Fellow

Ms. Turner analyzes federal and state survey data to help answer relevant policy questions and conducts research to improve the quality and accessibility of the data with a focus on health insurance coverage, access to care and health care costs. She also has experience with administrative data, such as Medicaid administrative records.   

Prior to joining SHADAC, Ms. Turner was a statistician at the U.S. Census Bureau for 10 years. There, she worked with the American Community Survey (ACS), the Current Population Survey (CPS) and the Small Area Income and Poverty Estimates (SAIPE) program, and she was part of the team that developed the Small Area Health Insurance Estimates (SAHIE) program.

Ms. Turner holds a master’s degree in statistics from the University of Wisconsin-Madison and bachelor’s degrees in mathematics and Spanish from the University of Minnesota-Morris.
