Innovative Benefit Design for Connecticut State Employees (2012)

In 2011, the state of Connecticut, in conjunction with key labor unions, implemented an innovative health benefit design for its state employees and retirees. The benefit design is based on the principals of value-based insurance design (V-BID), and a health enhancement program (HEP) was added to each plan. This project will evaluate the impact of the program on the various clinical process measures that are the focus of the program (e.g., preventive care use, medication compliance).
